MEMA's State Emergency Response Commission handles Tier II filings directly. The process: build your report in Tier2 Submit, export it, and email the .t2s file to maine.serc@maine.gov, alongside copies to your LEPC and fire department.
Standard federal thresholds -- 10,000 pounds for hazardous chemicals, 500 pounds or the TPQ for extremely hazardous substances.40 CFR 370.10 Deadline is March 1st for the previous calendar year.
Maine charges registration and inventory fees, payable by check or credit card, with a separate form required depending on which payment method you choose. What's easy to overlook: if your facility has any extremely hazardous substance over its threshold planning quantity, you also need to complete Maine's Annual Letter of Certification -- available on MEMA's site -- in addition to the standard Tier II filing itself.
Fire department copies go out as a PDF exported from Tier2 Submit -- not the .t2sfile itself -- and your LEPC gets its own copy as well. Keep records of both alongside your MEMA submission.
