Rhode Island's Department of Environmental Management takes Tier II filings by email using the standard Tier2 Submit software -- simple enough, except the state is unusually direct about what happens if you assume that one email covers everyone who needs a copy.
RI DEM requires the annual Tier II inventory form to be sent by email, using the most current release of Tier2 Submit software, to dem.tier2@dem.ri.gov.
Standard federal thresholds -- 10,000 pounds for hazardous chemicals, 500 pounds or the TPQ for extremely hazardous substances.40 CFR 370.10 Deadline is March 1st for the previous calendar year.
This is worth taking seriously: although you submit your report electronically to RI DEM, the Local Emergency Planning Committee and your fire department don't have access to it through that system. You have to file copies with each of them separately. Save the PDF Tier2 Submit generates before you send anything to DEM, and keep an electronic copy on-site at your facility as well.
DEM actively reviews submissions for accuracy, and Rhode Island's own guidance notes that reporting violations get referred to EPA for enforcement -- with administrative penalties that can run up to $31,500 per day for each day a violation continues. That's real money riding on getting the LEPC and fire department copies out, not just the DEM filing.
