Michigan's Tier II reporting runs through the Tier II Manager online system, and the agency behind it might surprise you: it's administered by the Michigan State Police, not the state's environmental department.
Michigan's SARA Title III program sits inside the state police's Emergency Management and Homeland Security Division, which administers the Tier II Manager online submission system. That's a different home for this program than most states, where it's usually the environmental agency.

Reports are submitted online through Tier II Manager. As in most states, that submission satisfies your obligation to the state -- but your county LEPC and local fire department still need their own copies, typically as a PDF generated from the system, and it's worth confirming each one's preferred format directly rather than assuming they've pulled your data from the state system themselves.
If your facility has previously filed under Michigan's Department of Environmental Quality-era program name, note that administration has since moved to the state police -- old contact information or saved instructions referencing the environmental department may be pointing at the wrong office.
