NMDHSEM handles Tier II reporting through email submission to HAZMAT@DHSEM.NM.gov. The state is explicit about format: they want the .t2s file Tier2 Submit generates, and specifically nothing else -- no .zip files.

New Mexico has thought through the edge case most states don't mention: if your .t2s file is too large to attach directly, cloud storage links -- OneDrive, Google Drive, Dropbox -- are acceptable, as long as you contact HAZMAT@DHSEM.NM.gov to provide the link. If none of that works, mailing a USB storage device is the documented last resort.
Per-facility fees run $25 to $250 depending on chemical count, capped at $250 total even if you operate multiple facilities in the state. Payment is by check or money order only -- no online payment option -- and crucially, New Mexico does not send invoices. You calculate what you owe from the state's published fee schedule and submit payment along with your filing. Fines up to $5,000 apply if the correct amount doesn't arrive by March 1st.
A facility's electronic submittal isn't considered complete until both the file and the correct payment have arrived -- and overpayments aren't refunded, so it's worth getting the calculation right the first time rather than rounding up to be safe.
